Executive Director / Weatherization Coordinator
The Redevelopment Authority of the County of Wayne is actively seeking applicants for the position of Executive Director / Weatherization Coordinator. The Executive Director / Weatherization Coordinator leads, manages, and oversees the day-to-day operations of the Redevelopment Authority of Wayne County (WCRA), functioning as a full-time, independent officer who reports directly to the WCRA Board. This position is responsible for coordinating redevelopment and weatherization grant projects and facilitating the implementation of the WCRA’s strategic goals.
SUPERVISION RECEIVED:
Works under the policy guidance and direction of the Wayne County Redevelopment Authority (WCRA) Board, exercising considerable independent judgment in planning and executing the WCRA grant programs.
SUPERVISION EXERCISED:
Provides oversight of WCRA staff, contractors, and consultants. May delegate specific decisions and duties to employees, subject to the supervision and vote of the WCRA Board.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

Strategic Leadership and Grant Program Development
-
Develops and executes strategies, policies, and programs for Federal Grant Programs.

Monitors evolving economic, social, and regulatory directives to recommend policy to the WCRA Board.

Project Management and Oversight
-
Oversees negotiations, inspections, and due diligence for the DOE Weatherization and Low Income Home Energy Assistance Program (LIHEAP) Grant Programs.

Manages redevelopment proposals, including preparing or reviewing contracts and coordinating projects with State Regulators, contractors, and external partners.

Ensures adherence to all regulations, applicable laws, RFP requirements and project schedule including overseeing funding, program updates, and final disposition to approved contractors.

Board Relations and Governance
-
Serves as the primary liaison to the WCRA Board, advising on strategic, operational, and financial matters.

Prepares and presents regular reports, including project updates, financial statements, and policy recommendations, to the WCRA Board.

Implements WCRA Board directives, resolutions, and approved redevelopment grant contracts, maintaining transparent communication on progress, questions and/or challenges.

Financial Management and Funding Acquisition
-
Develops and administers the WCRA’s annual budget, ensuring fiscal responsibility and alignment with (2cfrPart200) uniformed administrative requirements, cost principles and audit requirements for Federal Awards.

Pursues and manages grant opportunities, loans, and other funding sources, including state and federal programs, to support redevelopment initiatives.

Maintains accurate records of all financial activities, including operating budgets, revenues, and expenditures, consistent with best practices and auditing standards.

Operational Administration

Establishes internal policies, standard operating procedures, and project workflows to maintain organizational efficiency and accountability.

Hires, supervises, and evaluates WCRA staff, consultants, and contractors, delegating tasks and responsibilities as necessary.

Maintains an effective records management system for grant documents, ensuring confidentiality and compliance with public records statutes.

Requirements
Education and Experience
-
Bachelor’s degree in Business, Real Estate, Green Energy or a related field.
-
Two (2) or more years of in a supervisory or management capacity.
Necessary Knowledge, Skills, and Abilities
-
Financial Acumen: Ability to develop and manage budgets, including grants, loans, and local funds.
-
Strategic Leadership: Skill in setting goals, formulating strategies, and directing programs that align with WCRA Board directives.

Negotiation and Communication: Ability to engage and negotiate with Property Owners, Landlords, Tenants and Contractors. Excellent oral and written communication skills.

Regulatory and Legal Compliance: Working knowledge of relevant codes, regulations, and statutes, including DOE Weatherization guidelines, and Building Performance Institute (BPI) standards.

Project Management: Ability to oversee weatherization projects, ensuring adherence to timelines, budgets, and quality standards.
SPECIAL REQUIREMENTS:

Valid Pennsylvania driver’s license or ability to obtain one prior to employment.

Ability to attend meetings or events as needed to engage with the local community and the WCRA Board.

The Wayne County Redevelopment Authority is in need of Heating Contractors for our Low Income Home Energy Assistance Programs (LIHEAP).
The LIHEAP Crisis Grant Program helps families living on low incomes that are in immediate danger of being without heat or have no heat during the winter Months (November to April) with repairs or replacements of their Residential Home Heating Systems.
In addition to the LIHEAP Crisis Program, the Pennsylvania Department of Community and Economic Development (DCED) is introducing a Clean & Tune Program this year that will benefit low income homeowners or tenants that have previously received LIHEAP Crisis benefits within the last winter Season (2020-2021).
The new Program will help Homeowners maintain their Heating Systems by offering routine general maintenance with a primary goal to have the equipment cleaned or resolve minor repairs in order to prevent a Heating Crisis in the future.
The LIHEAP Programs cover Wayne and Pike Counties and as stated above, we need Licensed HVAC Professionals that are willing to participate in the programs.

WEATHERIZATION PROGRAM

The Wayne County Development Authority is accepting Open Bids for
sub-contractors for the "Wayne / Pike County Weatherization Program" all bids will be received by the Redevelopment Authority of the County of Wayne during regular business hours at the Redevelopment Authority office located at 355 Beach Lake Hwy., Honesdale PA 18431.
The program consists of all work for weatherization in Wayne and Pike Counties of low to moderate low income homes and consists of the following: Procurement and Installation of Weatherization Measures that include Heating system repair or replacement, electrical, plumbing, and adding of mechanical ventilation. Copies of Instructions for Bidders and Request for Proposals can be picked up at the Redevelopment Authority Office upon request by calling 570-253-4882 and bid packets are located on our website waynecountyra.wixsite.com/wcra. Complete instructions for the Bids are included in the Instructions for Bidders. The Wayne County Redevelopment Authority has the right to reject all Bids if it has documented sound business reasons. Unless all bids are rejected, awards will be made to the qualified, responsive, and responsible Bidders.
